That fits. Likely an offshoot of dark military funded research and development. The technology is just too useful for civilians, not to let it out for that purpose. Not to mention these guys are probably going to make a large fortune off of something that was developed on the taxpayer's dime. It is a good thing, though, to get it out there, where it is useful for something other than chasing hapless young soldiers around. I think this may be one of those cases where wartime desperation has caused great strides in practical peacetime applications. -
